Governance of the College
As a company limited by guarantee, Oxley College Limited is a non-profit organisation. Membership of the Company is open, upon application, to parents, staff and friends of Oxley. The membership elects the Board of Governors for specific expertise they might bring to governance. Elections to the Board are held annually and members retire by rotation.
The Board is responsible for determining the overall policy of the College, for exercising financial control and for the appointment of the Head of College. Management of the College and appointment of the staff are delegated to the Head of College.

Mrs Jane Crowley

Mrs Jane Crowley
Mrs Crowley is the joint founder and Managing Director of Dirty Janes (permanent vintage markets) across three locations: Bowral, Canberra and Orange. Working in retail for over 25 years, her experience and expertise extend beyond antiques into small business, commercial interior design and sourcing.
She is passionate about preserving the beauty of the environment we enjoy in the Highlands, while undertaking mindful development. Mrs Crowley is also an avid advocate for charities, including the Catherine Hamlin Fistula Foundation, Pop In and the Vinnies CEO Sleepout. Mrs Crowley has a Bachelor of Arts in Communications from Canberra University where she majored in Organisational Communication.
Mrs Crowley joined the Board of Governors in 2021 and has three children, who were all educated at Oxley College.
Mrs Susan Blanche

Mrs Susan Blanche
Mrs Blanche joined the Board of Governors in June 2024, bringing with her over two decades of diverse experience in legal, compliance, tax and risk management, with a strong emphasis on funds management. Known for her proactive and commercially focused approach, Mrs Blanche has developed her expertise across multiple jurisdictions, including Australia, Singapore, the Cayman Islands, the UK and Europe. Her commitment to teamwork, problem-solving and achieving results has been a hallmark of her distinguished career.
Mrs Blanche is a corporate lawyer with more than 13 years of experience in regulatory compliance within the funds management industry. She transitioned into corporate law in 2011 after working at Henry Davis York Lawyers for five years, where she was a Special Counsel specialising in taxation with a focus on funds management and corporate M&A work.
Mrs Blanche holds a Bachelor of Commerce and a Bachelor of Laws from the University of Queensland and a Master of Taxation from the University of NSW, and she has completed the Company Directors Course at the Australian Institute of Company Directors.
Mrs Blanche lives in the Highlands with her husband and two children, who both attend Oxley College.
Mr Matt Chamley

Mr Matt Chamley
Mr Chamley joined the Board of Governors in September 2024 and is currently the Head of Sales Engineering at CrowdStrike, where he helps clients address security vulnerabilities and implement strategies to defend against and remediate malicious cyber threats.
With over 25 years of experience in IT and 10 years as an Army Officer, Mr Chamley has held senior roles at companies like Google, bringing a unique blend of technical expertise, operational management and leadership to his work. He holds a Master’s in cyber security, a Graduate Diploma in Design Thinking and Innovation and a Graduate Certificate in Cloud Computing, and he is a graduate of the Royal Military College – Duntroon.
An active community member, Mr Chamley is the founder of the Silicon Highlands professional networking group and has previously volunteered as a junior soccer coach at Oxley College. He moved to the Southern Highlands in 2020 and has two children currently attending Oxley.
Mr Jason Gordon

Mr Jason Gordon
Mr Gordon joined the Board of Governors in September 2024. He is a proud Barkindji man from Bourke, NSW and has three daughters who attend Oxley.
Mr Gordon is currently the Executive Director of Regulatory Operations at NSW Environment Protection Authority. He held various senior roles in the DCCEEW Water Group and Transport Cluster, for over eight years. Before joining State Government, he ran his own business and spent over 20 years in local government, including as CEO/General Manager of a regional council.
Mr Gordon's goal is to continue working in senior public sector management, making a positive impact in the community where he lives and works.
He holds a degree in Civil Engineering (First Class Honours), an MBA and Masters degrees in Commercial Law and Planning. He is a Qualified Mediator, a JP and a Qualified Powdermonkey. Jason is a Graduate of the Australian Institute of Company Directors and a Fellow/Engineering Executive Member of Engineers Australia, where he also conducts assessments for those pursuing Engineering Executive or Fellow status.
Mr Brian Kirsch

Mr Brian Kirsch
Mr Kirsch joined the Board of Governors in September 2022.
He has more than 25 years of experience as a company director and a strong background in strategic planning, compliance, risk management, finance, human resources, marketing, engineering, technology and corporate culture development. Mr Kirsch is a member of the Australian Institute of Company Directors.
Since 2008, he has held various director-level roles at several companies in Fiji. He is the current President of the Fiji Hotel and Tourism Association and former Chairman of the International School Nadi. Mr Kirsch was born and raised in Germany before moving to California to attend Stanford University, where he received a Bachelor’s degree in civil engineering and a Master’s degree in biomechanical engineering. Mr Kirsch and his wife (an old Oxleyan) relocated to Bowral in early 2020 primarily to enrol their two children in Oxley College.
Dr James Hunter

Dr James Hunter
Dr Hunter joined the Board of Governors in October 2024. He holds a Bachelor of Agricultural Economics (UNE), a Master of Practising Accounting (Monash) and a Doctor of Philosophy (UNE), and he was a Member of the Australian Society of Certified Practising Accountants (CPA).
He worked at the University of New England for 17 years in various director and management roles relating to partnership and business development and held academic positions in strategic, organisational behaviour and general management at both under- and post-graduate levels.
Prior to working in the higher education sector, Dr Hunter worked as a Management Consultant and trainer with FMRC Pty Ltd, specialising in professional practice management issues around Australia and New Zealand, and held industry, banking and corporate analyst roles in the Head Office of the National Australia Bank.
Dr Hunter has a longstanding and continuing interest in improving the lives of disabled and disadvantaged children and young adults through his volunteering and work as a past board member of the Making Waves Foundation.
Mr Malcolm Noad

Mr Malcolm Noad
Mr Noad joined the Board of Governors in December 2017. A marking graduate of University of Technology Sydney, Mr Noad had a longstanding career with News Limited, in various executive and senior management positions, including membership of the News Limited Board of Directors.
Between 1998 and 2003, he was a member and later, Chairman, of the Board of the National Rugby League. His close association with and interest in sport led to the culminating of his working life as the Chief Executive Officer of the Canterbury-Bulldogs Rugby League Football Club from 2004 to 2008.
He has been active in community, sporting and charity organisations, including Chairman of the Centenary Institute of Cancer Research and Cell Biology at Royal Prince Alfred Hospital and the International Triathlon Union’s World Triathlon Series. He is currently a member of the Bowral Blacks Rugby Club Committee. He was a voluntary Coach of the Oxley College Girls A Soccer Team when his daughter attended the College.
Mrs Christine Windeyer

Mrs Christine Windeyer
Mrs Windeyer joined the Board of Governors in July 2016.
A local resident, Mrs Windeyer is a Principal of Spectrum Asset Management. She has over 30 years of experience in finance, with leading domestic and international banks, and holds a Bachelor of Science from the University of Sydney and a Postgraduate Diploma in Financial Management from the University of New England.
She represented the National Australia Bank on the Australian Financial Management Association debt markets committee, served as a Director on the Board of Adult and Community Education and was a member of the World Junior Athletics Championships Organising Committee.
Dr Tess van Duuren

Dr Tess van Duuren
Dr van Duuren joined the Board of Governors in February 2024.
She has worked as a general practitioner in the Southern Highlands since 2001. She has an interest in medical education and has been involved in teaching GP trainees and medical students for many years. She is currently Censor-in-Chief of the Royal Australian College of General Practitioners (RACGP). Through this, she gained experience in educational governance and was appointed an RACGP Board Director.
Dr van Duuren is a graduate of the Australian Institute of Company Directors and a former Oxley parent.
